The City of Mandan selected our team to assist with the reconstruction of Old Red Trail on ND Highway 1806 and Mandan Avenue. This was an outdated roadway that sought to accommodate increased vehicular and pedestrian traffic demands due to the addition of community-driven facilities including the Starion Sports Complex, Mandan Tennis Center, Old Red Trail Elementary School, Mandan Middle School, construction of the new Mandan High School, and various other businesses. The road was a two-lane rural roadway which provides access to a large residential development, the largest oil refinery in the state, and a recreational reservoir. 

 

Solution

The road lacked adequate turn lanes, proper sight distance at some intersections, pedestrian facilities, and lighting. Also, the curve near the oil refinery did not meet the 35-mph design speed of the corridor, resulting in numerous crashes. These challenges led to a reconstruction of the roadway to accommodate safety and increased vehicular and pedestrian traffic demands. KLJ provided a Work Zone Traffic Analysis of the corridor, comparing alternative design solutions that summarized the traffic operations of the work zone traffic control layouts and led an extensive public engagement strategy which included public meetings, various easy to understand printed and electronic materials, and visual designs.

The project reconstructed and widened Old Red Trail from Mandan Avenue to Collins Avenue, installed a roundabout for traffic control at the intersection of Old Red Trail and Mandan Avenue, added turn lanes, made spot improvements at the refinery’s entrance, and improved the nearby interstate ramps. KLJ provided civil, survey, right-of-way, environmental, lighting, public engagement, and construction administration. Additionally, along the corridor, new LED lighting was installed, roadside ditches were replaced with storm sewer drainage, and landscape architecture was provided.

 

 

Result

This project incorporated the city of Mandan’s first roundabout, at an intersection that was previously controlled with a four-way stop. This innovative solution has many benefits including increased traffic flow and enhanced safety.
