PROJECT
KLJ was hired by Mesa County to provide engineering design and construction services for the 1st Street and Grand Avenue Project in Clifton, Colorado. 1st Street is an urban minor collector that consisted of a chip-sealed dirt alley with limited usability and access due to its narrow width and numerous utilities within the corridor. Grand Avenue is a local street that was never constructed between 1st Avenue and 2nd Street.
SOLUTION
KLJ designed 1st Street from Grand Avenue to Front Street and Grand Avenue from 1st Street to 2nd Street. The first street design utilized various services and our team provided a centerline realignment, an enlarged pedestrian path on the east side, curb and gutter on both sides, and a sidewalk on the west side, Americans with Disabilities Act (ADA) compliant facilities, new driveway aprons, and utility relocations. Grand Avenue was designed utilizing a standard local street section and involved close coordination with property owners.
The project design minimized right-of-way (ROW) and easement needs, utility conflicts, infrastructure requirements, and drainage issues while adding pedestrian facilities throughout the corridor. As part of the project KLJ and our subconsultants also provided hydrology/hydraulics, subsurface utility engineering, geotechnical engineering, survey, ROW, lighting, and stakeholder coordination. Stakeholders included Colorado Department of Transportation (CDOT), Palisade Irrigation, business owners, property owners, and utility companies.
RESULTS
The project was completed in 2023 and resolved connectivity issues, increased accessibility, improved traffic flow, and provided a safer roadway for motorists and pedestrians.
