Yankton, SD KL&J was selected in March of 2001 to prepare a preliminary engineering report to determine the optimum approach to rehabilitate Runway 13-31 and associated taxiways. A significant testing program evaluated the existing conditions. Once this was completed, pavement sections were designed for both asphalt concrete and PCC pavement. Because of the anticipated loads and future costs as per the lifecycle cost analysis, the PCC pavement was the most cost-effective solution. KL&J designed the project in 2003.
Yankton airport facilitators were most concerned with keeping the airport open throughout the project. KL&J spent significant time in developing construction phasing that would minimize airport closure. KL&J redesigned the Runway 01-19/13-31 intersection to provide a better transition across Runway 13-31. Before this, Runway 13-31 had a pavement crown, which gave pilots a sense of lift when using Runway 01-19. KL&J had contractors go through a pre-bid procedure to help determine which contractors were qualified to perform the project. The project was bid in the fall of 2003. Construction costs came in $1 million under estimated costs. Construction of the project was completed in 2004. There were four change orders on this project, which in total, reduced project cost by $24,000. |
