Moving Ahead for Progress in the 21st Century Act

On Friday July 6, the Administration signed into law Moving Ahead for Progress in the 21st Century Act which provides an extension of Federal-aid highway, highway safety, motor carrier safety, transit, and other programs funded out of the Highway Trust Fund. Provisions regarding the Keystone XL Pipeline, EPA regulation of coal ash and funding for the Land and Water Conservation Fund were excluded from the current law. A new addition to the law includes the National Highway Performance Program which was formed by consolidating interstate maintenance, national highway system and highway bridge programs. Bridges included on the National Highway System will be funded under the new core program titled the National Highway Performance Program, and bridges not on the National Highway System will be funded under Surface Transportation Program. The enactment of the surface transportation bill will fund programs through FY 2014.
