Many communities’ biggest hurdle when preparing for a project is obtaining funding. Below are six questions to ask before moving forward with a grant application. 1. Am I an eligible applicant? Many grants have specific guidelines for who may or may not apply. If your community is not categorized as an eligible applicant, search for other grants which would better fit your community’s classification. 2. Can I provide the match requirement? If your project will cost $100,000 and the match requirement is 25 percent, is your community prepared to provide the $25,000 required to obtain the grant, or can your community find additional funding to supplement the 75 percent? 3. If your community is awarded a funding amount less than what you asked for, can your community find additional funding to supplement the remaining cost? 4. Does your project meet the grant’s ceiling and floor requirements? Will your community be able to take on the additional project debt if the grant ceiling is $50,000 and your project totals $100,000? 5.

5. Does your project fall under the grant’s eligible project requirements? Many granting agencies provide examples of specific eligible projects. Verify your community’s project is eligible.

6. Can your community meet the grant deadline? Many state and federal grants allow approximately one month to prepare a grant. After answering the questions above, make a list with specific completion dates for each task. By doing so, you will be able to determine if it is possible to meet the grant’s deadline.

All community leaders should ask these preliminary questions before applying for a grant. By answering the six questions, it is easier to avoid completing half the grant process before realizing you are not eligible to apply, or can’t meet the deadline.

Hot bills this week have included two energy bills including HB 956 and SF 901 which promote renewable energy in Minnesota. The 2007 Next Generation Energy Act has been a large proponent of the switch to renewable energy in the state. By 2025, the House bill proposes to have four percent of all power originating from solar energy, but the Senate’s version proposes only one percent. Representative Melissa Hortman, author of the House bill, stated she knows the cost of installing the units will be expensive upfront, but the price of solar power in 30 years is known but the price of natural gas is unknown. Many utility companies are reluctant because the price of solar power is pricier than other sources. Utility companies fear the prices of utility bills will rise significantly with the passage of the two omnibus energy bills due to users without solar power making up the price for the users who do.
